Job Description

The Programme Management Officer (P4) supports the UN Special Envoy in strategic areas including environment, climate change, and natural resources. This role involves deep analysis of environmental trends, policy development, and serving as a rapporteur for the UN regional strategy for the Horn of Africa. The officer acts as a high-level advisor, facilitating the integration of science-based analysis into policy-making processes while coordinating with government and international counterparts to address climate-related challenges in conflict and development settings.

Key Responsibilities

• Develop analysis and review reports relating to environment, biodiversity, and climate change.
• Provide advisory functions to UN and government counterparts by identifying relevant scientific data.
• Coordinate policy development and serve as rapporteur for Pillar 3 of the UN regional strategy for the Horn of Africa.
• Design data collection tools and survey initiatives to interpret environmental trends and patterns.
• Prepare written outputs including background papers, studies, and inputs to major publications.
• Organize consultative meetings and training workshops on climate-related topics.
• Lead or participate in field missions and provide technical guidance to government officials.
• Utilize data visualization methods to enable data-driven planning and decision-making.

Qualifications & Experience

• Master’s degree in Environment, Development Studies, International Relations, or Economics.
• Minimum of 7 years of progressively responsible experience in international affairs or programme management.
• Required experience in political analysis and climate change impact analysis within conflict settings.
• Proven experience in policy development, advisory services, and advocacy.
• Background in data analytics, business analytics, or data science is highly desirable.
