Job Overview

The UNEP Global Environment Facility (GEF) Biodiversity and Land Degradation Unit seeks a Technical Reporting and Review Consultant (Level A) based in Nairobi. The consultant will support project reporting, reviews, and portfolio data management, ensuring timely and accurate submissions to the GEF portal.

  • Position: Technical Reporting & Review Consultant (Level A)

  • Job Type: Consultancy (Full-time)

Key Responsibilities

Data Analysis & Portfolio Review

  • Verify the accuracy and completeness of project databases and scorecard data.

  • Work with task managers to extract, categorize, and analyze project information.

  • Recommend process improvements to strengthen reporting and ensure timely submissions.

Action Plan Development

  • Draft action plans outlining tasks, responsibilities, and corrective actions.

  • Define clear timelines for task managers and other project stakeholders.

Country-Level Project Assessment

  • Evaluate Enabling Activities and umbrella projects to track progress and identify gaps.

Operational Completion Reports (OCRs)

  • Draft detailed completion memoranda for completed projects, including key outputs, stakeholder engagement, resource use, and lessons learned.

  • Ensure timely submission and documentation upload to the GEF portal.

Progress Monitoring & Reporting

  • Prepare monthly reports for the Portfolio Manager and team.

  • Develop presentations for progress updates and strategic discussions.

Process Optimization & Strategy

  • Identify bottlenecks in reporting and closure processes.

  • Propose structured workflows for future OCRs and project reviews.

Terms of Reference (TORs)

  • Draft TORs for Mid-Term and Terminal Reviews.

  • Ensure TORs align with UNEP evaluation guidelines to support recruitment of reviewers.

Review Oversight

  • Provide initial review of Mid-Term and Terminal Reviews before senior review.

  • Upload finalized reports to the GEF portal and update the knowledge management database.

Final Review Report

  • Prepare a comprehensive review process report with recommendations for streamlining future reporting.

Qualifications & Skills

  • Education:

    • Master’s degree in Environmental Science, Natural Resource Management, Ecology, Project Management, or related field.

    • A Bachelor’s degree plus two additional years of relevant experience may be accepted in lieu of a Master’s.

  • Experience:

    • Minimum 3 years of professional experience in technical reporting, project monitoring, evaluation, and environmental programme management.

    • Prior exposure to GEF, UNEP, or multilateral environmental project reporting is an asset.

  • Skills:

    • Strong technical writing, report drafting, and data interpretation skills.

    • Proficiency in portfolio review, process optimization, and project analysis.

    • Excellent communication and collaboration skills.

Work Arrangement

  • Location: UNEP Headquarters, Nairobi.

  • Reporting Line: Direct supervision of the Senior Programme Assistant, with overall guidance from the Portfolio Manager (GEF Biodiversity & Land Degradation Unit).
