Living Goods is seeking a dedicated Program Officer (PO) to play a central role in coordinating, implementing, and monitoring its Technical Assistance (TA) model within an assigned county in Kenya. This critical NGO public health job requires a Bachelor’s degree in a relevant field and a minimum of 7 years of relevant experience with supervisory skills. The PO will ensure the delivery of high-quality, data-driven, and government-aligned support to strengthen community health systems, focusing on performance management, capacity strengthening, and institutionalizing TA interventions with the County Health Management Team (CHMT).

Role Overview
The Program Officer acts as the key liaison between Living Goods and the County Department of Health, ensuring seamless coordination and alignment with MOH priorities. Key duties include leading the execution of county-level TA work plans, providing hands-on mentorship to CHMT teams in supervision and data use, monitoring Improvement Operational Plans (IOPs), promoting the use of digital tools (eCHIS, DHIS2), and actively managing risks associated with political transitions to ensure program continuity.
Key Responsibilities
- Program Coordination (30%): Coordinate day-to-day implementation of the TA model, leading the development, execution, and tracking of county-level TA work plans; monitor IOPs and escalate bottlenecks.
- Capacity Strengthening (20%): Strengthen CHMT and SCHMT capacity in supervision, planning, budgeting, data use, and performance management practices through hands-on mentorship.
- Technical Assistance: Coordinate county/sub-county review forums, ensuring integration of data insights, digital tools, and adaptive management.
- Partnership (15%): Serve as the focal liaison between Living Goods and the County Department of Health; represent the organization in county-level Technical Working Groups (TWGs); support advocacy for domestic financing and policy adoption.
- Data, Monitoring & Learning (20%): Ensure timely, accurate data collection and reporting; lead monthly data review meetings; promote effective use of dashboards (eCHIS, DHIS2, AfyaBI) for evidence-based decision-making.
- Risk Management (10%): Identify and report emerging operational, political, security, or implementation risks; ensure adherence to safeguarding, PSEAH, anti-fraud, and data protection standards.
- Sustainability: Strengthen county ownership by embedding TA practices, tools, and systems into county structures for long-term sustainability.
Qualifications & Experience
- Experience: A minimum of 7 years relevant experience, including demonstrated supervisory skills.
- Education: Bachelor’s degree in a relevant field (e.g., Public Health, Development Studies, Project Management).
- Skills: Strong coordination, project management, analytical, and data interpretation abilities.
