Procurement Officer — All Saints’ Cathedral (Nairobi)

All Saints’ Cathedral is seeking a qualified Procurement Officer to manage its procurement and supply chain functions in Nairobi. This critical NGO operations job in Kenya requires a Bachelor’s degree in business, supply chain management, or procurement, and 5 years’ relevant experience in procurement or a related field. The Officer will be responsible for implementing the annual procurement plan, ensuring strict compliance with the procurement policy, preparing tender documents, and managing the supplier database and contracts to ensure timely and cost-effective delivery of materials and products.

All Saints’ Cathedral is a prominent religious and non-profit institution in Nairobi, managing significant operations, maintenance, and facility needs. The Procurement Officer role is vital for ensuring financial prudence, transparency, and compliance in the acquisition of all goods, works, and services required to support the Cathedral’s activities and upkeep.


Role Overview

The Procurement Officer provides hands-on management and strategic oversight of the procurement lifecycle. Key duties include engaging end-users to receive requisitions, analyzing and recommending sources for competitive sourcing, serving as the Secretary of the Tender Evaluation Committee, adopting best practices in contract management, ensuring timely delivery, conducting contractual monitoring to assure service delivery, and accurately managing the full spectrum of LPOs and purchasing records.


Key Responsibilities

  • Procurement Planning: Implement annual procurement plans as per the strategic plan, strictly keeping within approved/available budgets.
  • Compliance & Policy: Implement and ensure compliance with the procurement policy and procedures; conduct regular review of processes and advise on policy strengthening.
  • Sourcing & Tendering: Engage end users, identify sources of supplies, analyze and make recommendations for competitive sourcing; prepare tender documents and coordinate the evaluation of tenders (participating as Secretary).
  • Contract Management: Undertake research into best practice contract management and adopt these practices; conduct contractual monitoring to provide assurance of service delivery and report on compliance.
  • LPO & Documentation: Raise, issue, and file Local Purchase Orders (LPOs); check purchase orders for accuracy and completeness (product info, cost, delivery dates) before authorization.
  • Supplier Management: Collaborate with suppliers for timely delivery; resolve supplier issues; undertake regular rating and evaluation of suppliers and update the Suppliers list database.
  • Committee Coordination: Coordinate procurement committee meetings and execute decisions from the meeting.

Qualifications & Experience

  • Experience: 5 years’ relevant experience in procurement or a related field.
  • Education: Bachelor’s degree in business, supply chain management, procurement or a related field.
  • Certification (Advantage): Certification in Procurement and Supplies management will be an added advantage.
  • Skills: Strong Negotiation Skills, Vendor & Supplier Management, Planning & Organizational Skill, and high Integrity & Compliance Awareness.
