Job Description
The Principal Procurement Officer provides strategic leadership in the management of the university’s supply chain and procurement functions. This role is responsible for ensuring that the acquisition of goods, works, and services is conducted in a transparent, efficient, and cost-effective manner in compliance with the Public Procurement and Asset Disposal Act. The officer oversees the entire procurement cycle, from planning to contract management, ensuring that institutional needs are met while optimizing resource utilization.
Key Responsibilities
- Lead the development and implementation of the university’s annual procurement plan
- Oversee the tendering process, including advertisement, evaluation, and contract award
- Ensure strict adherence to the Public Procurement and Asset Disposal Act and relevant regulations
- Manage relationships with suppliers and monitor contract performance and delivery
- Advise management on procurement strategies, market trends, and cost-saving opportunities
- Coordinate the disposal of obsolete assets in accordance with statutory requirements
- Supervise and mentor staff within the procurement and supply chain department
- Maintain comprehensive procurement records and prepare statutory reports
Qualifications & Experience
- Master’s Degree in Purchasing and Supplies Management or a related field
- Bachelor’s degree in Purchasing, Supply Chain Management, or a relevant business field
- Minimum of three (3) years of experience in the grade of Senior Supply Chain Management Officer (MNT 13) or equivalent
- Full membership in the Kenya Institute of Supplies Management (KISM) in good standing
- Licensed procurement and supply chain management practitioner
- Completion of a Strategic Leadership Development course (minimum 4 weeks) is an added advantage
- Proficiency in computer applications and e-procurement systems
