Local Housing Sector Consultant — UN-Habitat (Nairobi)

The United Nations Human Settlements Programme (UN-Habitat) is seeking a Local Housing Sector Consultant in Nairobi. This crucial UN consultancy job in Kenya requires an Advanced University Degree (Master’s or similar) in urban planning, housing policy, or a related field, and a minimum of 4 years of relevant professional experience. The Consultant will contribute to the development of localized housing profiles and policy recommendations for a pilot city in Uzbekistan, focusing on marginalized populations, informality, and ensuring alignment with local needs and national priorities.

Role Overview

The Local Housing Sector Consultant will work under the supervision of the Chief of LHSS and guide international experts. The assignment is focused on a pilot city in Uzbekistan, where the Consultant will lead research independently, contribute to data collection, conduct policy analysis, and manage stakeholder engagement and consultations to develop localized housing profiles. The role is pivotal for integrating housing priorities into national planning frameworks and enhancing the project’s visibility through advocacy efforts.


Key Responsibilities

  • Housing Profile Development: Contribute significantly to the development of a localized housing profile for a pilot city in Uzbekistan, with a specialized focus on marginalized populations and migrants.
  • Data Collection & Analysis: Contribute to the collection of relevant local data and conduct rigorous policy analysis to inform recommendations.
  • Stakeholder Engagement: Support and manage extensive stakeholder engagement and consultations to ensure the housing profile aligns with local needs and national priorities.
  • Policy Integration: Support the integration of housing priorities into national planning and urban/territorial planning frameworks.
  • Research & Reporting: Lead research independently, produce high-quality written reports, and assist in capacity-building and regional knowledge exchange activities.
  • Advocacy & Visibility: Contribute to enhancing the project’s visibility through effective communication and advocacy efforts.

Qualifications/Special Skills

  • Experience: Minimum 4 years of relevant professional experience in housing policy, urban development, or research at the local level.
  • Education: Advanced university degree (master’s or similar) in urban planning, public administration, housing policy, or related fields.
  • Knowledge: Strong understanding of housing delivery systems, informality, land management, urban planning, and local governance.
  • Competencies: Proven ability to lead research independently and produce high-quality written reports; experience working with municipal authorities and local stakeholders.
