Health Finance Consultant

Role Overview

This consultancy anchors the financial evidence behind health policy decisions. The assignment focuses on health costing, qualitative research oversight, and translating complex financing data into policy-relevant insights, particularly within HIV, UHC, and public-sector financing contexts.

Key Responsibilities

• Refine and align health costing research questions with study objectives
• Finalize and validate qualitative data collection tools (IDI, FGD, KII guides)
• Ensure tools meet ethical, cultural, and contextual standards
• Provide technical oversight during data collection across sentinel facilities
• Enforce adherence to study protocols, consent procedures, and data quality standards
• Guide handling of sensitive topics including HIV funding disruptions and workplace stress
• Supervise transcription, translation, de-identification, and secure data storage
• Lead qualitative data coding using NVivo or equivalent tools
• Synthesize findings into analytical summaries aligned to health costing objectives
• Contribute to technical reports, policy insights, and recommendations
• Produce cleaned qualitative datasets, transcripts, thematic outputs, and final reports

Qualifications

• Doctorate in Health Economics, Economics, Public Health, Health Policy, Statistics, or related field
• Minimum 10 years’ experience in health financing, resource tracking, or economic evaluation
• Experience with national health financing reforms, HIV programs, or UHC strategies
• Strong familiarity with Kenya’s Digital Health Act and Social Health Insurance framework
• Experience in donor-funded or USG-funded health environments
• Proficiency with statistical tools such as R, STATA, Python
• Strong analytical, communication, stakeholder engagement, and team leadership skills
• Proven ability to mentor research teams and lead financing analysis
