Director, Research and Planning

Job Overview

The Director provides strategic leadership in research, planning, and efficiency analysis to support evidence-based decision-making and revenue optimization for Meru County.

Key Responsibilities

  • Lead development and implementation of research and planning strategies.
  • Oversee preparation and monitoring of departmental work plans.
  • Guide revenue data collection, analysis, and forecasting.
  • Develop revenue projection models and efficiency frameworks.
  • Monitor operational and strategic risks within the function.
  • Prepare research and planning reports to inform policy decisions.
  • Coordinate performance contracting and compliance requirements.
  • Build sustainable stakeholder relationships to enhance efficiency initiatives.

Requirements

  • Bachelor’s degree in Business Administration, Economics, Statistics, Human Resource, or a related field.
  • Master’s degree in a relevant discipline.
  • Minimum of 12 years’ cumulative experience or 3 years as Deputy Director.
  • Proven experience in research, planning, and revenue management.
  • Management and Strategic Leadership Development certifications.
  • Strong analytical, leadership, and computer application skills.
