Director, Human Resource Management & Administration
Job Overview
The Director, Human Resource Management & Administration provides strategic leadership in workforce planning, performance management, HR policy implementation, payroll oversight, and public service values promotion.
Key Responsibilities
- Implement and review human resource management and development policies.
- Advise the Authorized Officer on delegated HR powers and committee structures.
- Coordinate HR advisory committee agendas, minutes, and decision implementation.
- Maintain professional HR standards across the organization.
- Guide career development, succession planning, and workforce utilization.
- Coordinate preparation and management of personnel emoluments budgets.
- Oversee implementation of performance appraisal and rewards systems.
- Manage HR information systems, user access controls, and data security.
- Coordinate payroll management, audits, and cleansing processes.
- Plan, budget, and oversee training programs and competency development.
- Prepare HR management and development reports.
- Promote values and principles of public service.
Requirements
- Bachelor’s degree in Human Resource Management, Business Administration, Education, Sociology, or Political Science.
- Master’s degree in a related field.
- Postgraduate Diploma in HRM or Certified Human Resource Professional qualification.
- Registered member of IHRM with valid practicing license.
- Minimum of 3 years’ service as Deputy Director or 12 years’ cumulative experience with 2 years at senior management level.
- Strategic Leadership Development Programme (minimum 6 weeks).
- Proficiency in computer applications and compliance with Chapter Six of the Constitution.
