Director, Finance and Accounts

Job Overview

The Director, Finance and Accounts is responsible for providing strategic leadership in financial management, accounting operations, internal controls, and compliance with public finance regulations while advising senior leadership on all financial matters.

Key Responsibilities

  • Organize, coordinate, and administer all accounting activities within the department.
  • Act as liaison officer between the department and the Chief Executive Officer.
  • Provide advisory services on financial and accounting matters to senior leadership and stakeholders.
  • Interpret and implement financial regulations, treasury circulars, and statutory instructions.
  • Develop supplementary financial regulations and procedures to strengthen internal controls.
  • Ensure timely preparation of accurate management and statutory financial reports.
  • Maintain proper accounting records in compliance with legal and regulatory frameworks.
  • Participate in board committees including tender, audit, planning, and training committees.
  • Authorize payments, sign cheques, and manage approved signatory limits.
  • Maintain inventory of all bank accounts and authorized signatories.
  • Ensure safe custody of government assets and financial records.
  • Attend Public Accounts Committee hearings as required.
  • Supervise, train, deploy, and develop accounts staff within the department.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or related field.
  • Master’s degree in Accounting, Finance, Business Administration, or related field.
  • CPA Part III or equivalent professional qualification.
  • Membership with ICPAK or another recognized professional body in good standing.
  • Minimum of 3 years’ service as Deputy Director or 12 years’ cumulative relevant experience, including at least 2 years at senior management level.
  • Strategic Leadership Course (minimum 4 weeks).
  • Demonstrated competence and compliance with Chapter Six of the Constitution.
