Deputy Director, Procurement

Job Overview

The Deputy Director, Procurement oversees strategic planning, coordination, and execution of procurement and asset disposal functions in compliance with national procurement laws and CBK policies.

Key Responsibilities

Strategic & Leadership Duties

  • Develop procurement strategies aligned with CBK objectives
  • Review and update Procurement & Disposal Policies
  • Prepare procurement plans, budgets, and workplans
  • Monitor supply markets and procurement trends

Technical & Regulatory Compliance

  • Ensure compliance with PPADA 2015 (Revised 2022) and PPADR 2020
  • Coordinate tendering, evaluations, negotiations, and awards
  • Maintain supplier and contractor registers
  • Liaise with PPRA, National Treasury, and oversight bodies
  • Oversee contract management and supplier performance
  • Prepare statutory procurement reports

Qualifications & Experience

  • Master’s degree in Procurement, Supply Chain, or Business-related field
  • Bachelor’s degree in Procurement, Logistics, or Management
  • Professional certification: KISM / CIPS
  • At least 12 years’ experience (5 at senior managerial level)
  • Valid KISM Practicing License
  • Strong experience with e-Procurement systems
