Deputy Director, Human Resource Management & Administration

Job Overview

The Deputy Director provides strategic leadership in human resource management and development, ensuring effective workforce planning, performance management, training, and compliance with public service standards.

Key Responsibilities

  • Develop and implement human resource management and development policies.
  • Institutionalize performance management and staff appraisal systems.
  • Coordinate training needs assessment and implementation of training programmes.
  • Manage collective bargaining and labour relations matters.
  • Oversee staff medical cover administration and secondment processes.
  • Liaise with development partners for technical support and capacity building.
  • Maintain up-to-date HR development data and reports.
  • Prepare HR budgets and monitor utilization of training funds.
  • Ensure compliance with remuneration policies and public service regulations.

Requirements

  • Bachelor’s degree in Human Resource Management, Business Administration, Education, Sociology, or Political Science.
  • Master’s degree in a related field.
  • Postgraduate Diploma in Human Resource Management or CHRP qualification.
  • Registered member of the Institute of Human Resource Management with a valid practicing license.
  • Minimum of 3 years’ service as Assistant Director or 8 years in a comparable role.
  • Certificate in Strategic Leadership Development Programme (minimum 6 weeks).
  • Proficiency in computer applications and demonstrated leadership ability.
