Job Description

Role Purpose
Habitat for Humanity International seeks an experienced consultant or consultancy firm to develop a comprehensive, evidence-based advocacy and policy strategy for the African region. The assignment focuses on strengthening coordinated advocacy efforts to advance access to decent and affordable housing for vulnerable communities, while aligning with regional, continental, and national policy frameworks.

Key Responsibilities
– Develop a feasible, time-bound, and evidence-based regional advocacy strategy aligned with HFH Africa Regional Strategy.
– Assess and recommend an effective structure and operational model for a regional advocacy platform bringing together key stakeholders across Africa.
– Conduct power mapping to identify decision-makers, allies, influencers, opponents, and governance structures relevant to housing and human settlements.
– Review and analyze existing regional advocacy networks and platforms within HFHI, National Organizations, and partners, and provide recommendations for improvement or integration.
– Analyze African Union governance, decision-making processes, and regional bodies including EAC, ECOWAS, SADC, ECA, and AFDB, with attention to visible, hidden, and invisible power dynamics.
– Identify and engage policy champions across government, civil society, academia, media, and social influencers to support housing advocacy goals.
– Develop practical operational guidelines for implementing the advocacy strategy, including AU engagement approaches and country-level influence pathways.
– Produce a detailed three-year advocacy implementation plan, including objectives, targets, activities, allies, indicators, timelines, and cost estimates.
– Facilitate validation meetings with stakeholders and incorporate feedback into the final strategy.
– Present the finalized advocacy strategy to relevant policymakers, regional institutions, civil society actors, and HFHI entities.

Duration and Deliverables
– Total duration: 65 working days.
– Inception report and methodology: 10 days.
– Situation analysis and data collection: 20 days.
– Review report on regional advocacy platforms and AU engagement proposals: 10 days.
– Development of advocacy strategy and implementation plan: 12 days.
– Validation and stakeholder presentations: 13 days.

Qualifications and Experience
– Consultancy firm or individual consultant with a minimum of seven (7) years’ experience developing continental or regional advocacy strategies for INGOs, multilaterals, or bilateral organizations.
– Graduate degree in social sciences, public policy, political science, urban development, housing, land administration, or related fields.
– Proven experience in land, housing, and human settlements policy development in Africa.
– Strong understanding of African regional policy frameworks, climate resilience, tenure security, housing, and WASH sectors.
– Demonstrated expertise in stakeholder mapping, policy analysis, advocacy strategy development, and strategic planning.
– Familiarity with African Union processes and regional economic communities.
