International Consultant (Anti Trafficking in Person Expert) — (UNODC) (Nairobi)

The United Nations Office on Drugs and Crime (UNODC) is seeking an International Consultant (Anti Trafficking in Person Expert) for the JTIP Madagascar project, based in Nairobi. This critical UN consulting job in Kenya requires an Advanced University Degree in Criminology, Law, or a related discipline, and a minimum of five years of relevant working experience in technical assistance regarding Trafficking in Persons (TIP) and Smuggling of Migrants (SOM). The Consultant will focus on promoting victims’ rights, providing basic investigation training for Malagasy police and gendarmerie, and developing guidelines/SOPs on Child Sexual Exploitation (CSE) response.

Role Overview

The International Consultant will lead targeted capacity-building efforts in Madagascar, focusing on both training and policy development. Key responsibilities include designing and delivering basic training workshops on TIP case indicators for police, gendarmerie, and prosecutors, leading workshops on the use of the national centralized data collection tool, and spearheading the development of revised Anti-TIP National Plan of Action (NPA III) and guidelines/SOPs on CSE/CST (Child Sexual Tourism) Response.


Key Responsibilities

  • Capacity Building: Deliver five-day basic training workshops on TIP case indicators for Malagasy police, gendarmerie officers, TIP units, and focal points/prosecutors.
  • Data Training: Deliver a five-day basic training workshop on data collection and reporting for frontline officers using the existing national centralized data collection tool.
  • SOP Development: Lead the development of revised anti-TIP NPA III for Madagascar and the development of crucial guidelines/SOPs on CSE and CST Response.
  • Mentoring: Provide continuous mentoring and capacity building for prosecutors and Anti-TIP units.
  • Research & Policy: Conduct research in crime prevention and criminal justice issues relevant to the project.

Qualifications/Special Skills

  • Experience: Minimum of five years of relevant working experience in programme or project management support, technical assistance in TIP and SOM, or related areas.
  • Education: Advanced university degree in criminology, law, political sciences, or related discipline is required (or a first-level degree plus two additional years of experience).
  • Knowledge: Demonstrated knowledge of the UNODC mandate and the Eastern Africa region is required.
  • Language: Excellent command of written and spoken English and French is mandatory.
  • Bonus: Previous work experience with the UN or other International Organizations is desirable.
